In addition to connecting to a different monitor to continue restricting things, we would like to send you a replacement USBC-VGA adapter to rule out a hardware problem with both adapters to test USBC-VGA to see if this device works better.

I can't say for sure if the port itself failed, but one way to test this would be to connect other USB-C devices, if possible. StarTech 2m (6.6 ft.) USB-C to VGA Cable - USB Type-C to VGA Adapter Cable - 1920 x 1200 - Black. Having two USB-C ports, it has one that does not support video and one on the right side that supports video. StarTech 2m (6.6 ft.) USB-C to VGA Cable - USB Type-C to VGA Adapter Cable - 1920 x 1200 - Black. Perhaps your PC / Notebook has only one USB-C port. However, before doing this, would it be possible to change the VGA cable that is being used just to see if the behavior has not yet changed? Understood if this is not possible to test. In the worst case, we can ship replacement parts that have been pre-tested to ensure they are working. If you are connecting to the front-most USB-C port, then something else is going on and it would be very rare for two adapters to be defective after initial use or the first connection.

Does this same problem occur regardless of the USB-C port on your PC? It may be that the front USB-C port supports video output, while the rear USB-C port does not.
